What do the * and ** and *** mean by a FQA number?

They mark the FQAs most recently modified.

Details: These are only calculated when a FQA is added or modified, so they may be a little stale:

*** less than 1 day
** less than 3 days
* less than 7 days

Another note: Since all FQAs contain links to all FQAs, they are all rebuilt when any one is edited. So submitting edits takes time O(n**2), for n FQAs :(
